Circulation Element Update Meeting
Special City Council Meeting on Wednesday to discuss the Circulation Element Update. The meeting will be from 4-6 pm on Wednesday, May 13th, at City Council Chambers.
The Circulation Element was adopted in 1989 and has never undergone a comprehensive update until the current revision process was initiated in October 2020. After years of technical analysis and public outreach, the Planning Commission reviewed a draft in November 2024 and recommended City Council approval with revisions, such as renaming “arterials” to “connectors” and removing consideration of Level of Service.
On Wednesday, the City Council will provide policy direction on whether to retain or eliminate specific goals from the 2024 draft. They will be required to ensure that the plan incorporates modern state requirements, such as the Complete Streets Act and the Safe System Approach.
The Council’s feedback will determine if further revisions to the Element’s Environmental Impact Report (EIR) and transportation modeling are required before the update can be finalized.
